Comments holds the discussion records. Moderation is the working queue for contributions that need approval or another decision.

Reports

Reports are visitor flags which need a moderator to review the comment in context.

Participants and presentation

Participants manages public-site members, while Comment Layers control how the native comment system is presented without changing who is allowed to take part or how moderation works.
